Stephen W. Zavadil

Group Leader, Joint Strategic Analysis Group (JSAG)
Steve Zavadil leads the Joint Strategic Analysis Group, which conducts integrated strategic forces assessments as well as Combating Weapons of Mass Destruction assessments for Department of Defense (DoD) customers. The group also provides support to the Joint Staff Force Structure, Resources, and Assessment Directorate in its efforts to rationalize and integrate DoD planning and programming. Additionally, the group manages and supports on-site operations at the National Biosurveillance Integration Center, responsible for providing national leadership with early, integrated information regarding biological events that might threaten the nation.
Mr. Zavadil has more than 10 years of leadership experience in defense analysis, following a 29-year career in the U.S. Navy’s Submarine Service. His military career included individual and squadron command of nuclear-powered attack submarines as well as program management leadership in the Navy’s strategic weapon system acquisition program. More recently he has led his JSAG team in complex analytical challenges associated with understanding the demand for national strategic forces from the familiar legacy of the Cold War to the more complex and uncertain challenges today and in the future. Mr. Zavadil has been with Systems Planning and Analysis, Inc. since 1999.
Mr. Zavadil holds degrees in Physics from the U.S. Naval Academy and Ocean Engineering from the Massachusetts Institute of Technology.
