Phillip E. Lantz

Photo of Phillip E. LantzMr. Lantz is the President and Chief Executive Officer of Systems Planning and Analysis, Inc. (SPA), headquartered in Alexandria, Virginia. Mr. Lantz founded the company in 1972 with three people and a vision of providing top level decision makers with timely and objective assessments that integrate the technical, operational, programmatic, policy and business aspects of National Security issues.

Today, SPA has nearly 500 employees providing management and technical services in the key areas of operations analysis, systems engineering, acquisition support and executive decision support to customers throughout the Departments of Defense and Homeland Security. SPA employees are located in Alexandria, Arlington and Norfolk, Virginia; Washington, D.C. and San Diego, California.

Mr. Lantz’s technical expertise spans the areas of weapons safety, security, and logistics; military vulnerability and effectiveness; logistics analysis; and command, control, and communications (C3) analysis. For more than 38 years, Mr. Lantz led major technical support programs for the Navy’s Strategic Systems Programs (SSP) and various other Navy and national security programs. During that time he oversaw the development and employment of powerful analytic tools which supported studies for SSP over a period of decades and led to numerous major decisions involving the Trident Weapons Systems.

Before founding SPA, Mr. Lantz led a conceptual design study for the Navy that resulted in the Trident Submarine and Weapon System programs and he established the SSBN Security Program at The Johns Hopkins University Applied Physics Laboratory for the Navy. Mr. Lantz, a former U.S. Navy Submarine Officer, has advanced degrees in Mathematics from the University of Wyoming and Management Science from The Johns Hopkins University.
