Andrew S. Dichter

Division Director, Joint/Air Force Analysis Division (JTAD)
Andrew Dichter leads the Joint/Air Force Analysis Division, which provides executive decision support, conducts capabilities-based assessments, assists in operational requirements generation and conducts analytic war games for a variety of Air Force, Office of the Secretary of Defense, and Joint Force customers. The division is comprised of four groups: the Joint Integrated Air and Missile Defense Group, the Joint Air Force Programs Group, the Operational Support Analysis Group, and the Strategic Planning and Analysis Group.
Mr. Dichter has over 30 years of leadership experience in military operations, joint warfare analysis, major acquisition programs and business management. He served 31 years as an Air Force Officer leading in the areas of air, space and cyber operational requirements, aerospace operations, operations analysis, acquisition and installation management. Mr. Dichter is a retired Air Force brigadier general who established the Air Force organization responsible for interacting with the Joint Capabilities and Integration Development System and served as the Air Force study lead on several analytical topics during Quadrennial Defense Review 2006. He joined Systems Planning and Analysis, Inc. in December 2006.
Mr. Dichter received his Bachelor of Science from the U.S. Air Force Academy and a Masters of Business Administration from Troy State University.
