Clive Blackwell leads the financial and human resources functions for Systems Planning and Analysis, Inc. His responsibilities in the financial arena span budgets, financial reporting, regulatory compliance, audits, transaction processing, cash collections, and maintaining banking relationships. As the HR director, he is responsible for recruiting, benefits, employee relations, personnel administration, compensation, retention and professional development.
Mr. Blackwell has 31 years of accounting, audit and finance experience primarily in the government contracting industry. He has been with Systems Planning and Analysis, Inc. since February 2008.
Mr. Blackwell is a Certified Public Accountant and holds degrees in Economics and Law from Keele University, UK and in Accounting from Georgetown University.
